Birmingham-Jefferson County Transit Authority Transit Advisory Committee (TAC)

History

On March 3, 1976, the Birmingham-Jefferson County Transit Authority amended its Certificate of Incorporation to create the Transit Advisory Committee (TAC). The Committee consisted of twenty-one members, with eleven members appointed by the City of Birmingham, one member each by the cities of Mountain Brook, Homewood, Bessemer, Tarrant, Fairfield, Irondale, Brighton, and three members by the Jefferson County Commission (unincorporated area).
Members of TAC appointed by the governing body of a municipality shall be a duly qualified elector of the appointing municipality.

Purpose

The exclusive purpose to be promoted and carried out by the BJCTA regarding the Transit Advisory Committee is to cooperate fully with the Committee and to take such actions as shall be necessary to keep TAC informed of the affairs of the BJCTA.

The objectives and goals of the TAC are to serve as an advisory to the BJCTA and to function as a citizens advocacy dedicated to improving and expanding the Metropolitan Birmingham public transit system.
Duties of TAC

The duty of the Committee is to perform the functions of an advisory council to the Board of Directory of the BJCTA and staff on all matters pertaining to transit services including fixed and paratransit service in the BJCT A service area. The Committee shall serve as an advisors to the Board of Directors concerning all area of service.

The TAC shall prepare quarterly reports to the appointing authorities, including but not limited to, actions taken by the Board of Directors, its programs, proposed initiatives, any changes in services that may affect ridership and any recommendation by the Committee.

The TAC may also hold public meeting to inform the general public of transit initiatives and to solicit input.
Activities of the Committee

• Advise the board of changes in neighborhood that may affect transportation needs such as, closed businesses, new housing developments, safety issues, unsafe stop locations, no lighting, no sidewalks or broken sidewalk.
• Talk to riders while riding the bus.
• Conduct rider surveys.
• Function as a “citizens” advocacy group.
• Recommend location of bus stop and bus shelters
• Promote regional and statewide solutions concerning transit.
• Make recommendations on changes to existing transportation rules and
laws.

TAC Membership Expanded

January 2008, the Jefferson County Commission and the Birmingham City Council adopted resolutions to expansion the Committee to twenty-nine members including appointment by a governmental entity. Birmingham appointees increase by five and one member each appointed by Vertavia Hills, Hoover, Midfield and DAB.

Regular Meeting of TAC

Regular meeting of the Committee are held on the first Saturday of each month at 10: 00 am, at Central Station BJCTA Board meeting room, located at
1735 Morris Avenue North.

How to become a member of TAC

Citizens who wish to become members of TAC should contact their appointing municipality. Currently vacant seats:
five Birmingham, one Brighton,
one Hoover, one Irondale
one Homewood, two Jefferson County.

The Committee is a volunteer committee. All appointments are for a two year term and appointed members may serve more than two years if reappointed.
